Governance

At the head of the Ogkan state is the Üknagy (High-Chieftain), who rules over the various clan heads, the Dédnagy (Cheiftain). The word of the Üknagy is only beneath direct words of Örgyár. Each Dédnagy is decided by the strongest, in which any Ogkan may choose to challenge their Dédnagy at any time in a battle to the death, with the victor remaining as the Dédnagy or being crowned as one with their opponents skull. As such, the Ogkan have more often then not been without a Üknagy, as should they die in office, as the most fearsome do, any Dédnagy who wishes to be their successor must subdue all others, although kindly saving them of death.

The Üknagy remains head of their clan while in this position, but all other Dédnagy are subservient to them, and are honour bound to act upon their will, with dissidents forced to challenge the Üknagy to maintain their honour.

The clan themselves, often follow the Üknagy to take up resident in Urza, which comes with its own downsides should their Üknagy lose power; with the new incomers often raping, robbing and exterminating the previous Üknagy’s clan.

Law

Őhürszág is mostly lawless, with the vast majourity of crime being decided by the whim of the Cheiftain under whom the Ogkan resides. There is no codified structure of law other than appeasing the Chieftain to avoid his wraith and maintain the code of honour of the strongest survives.

However, while this may be the case, some aspects of Ogkan society are treated as law by the Ogkan. Perhaps the most well-known is fraternising or aid the race of men, which is likely to befit a punishment of treason, and subsequently death. Or harming a priest of Örgyár, which is likely to meet a similar fate.

Having said this, it is odd that while the Ogkan are often seen as brutual murderous savages, that they place so much emphasis on their codes of honour; these codes of honour extend to the Dédnagy for the most part, and even the most repugenent crimes can be absolved in combat, should the perpetrator challenge the verdict of the Dédnagy and defeat them in the subsequent combat. Although, these individuals are often then invaded by a collation of Ogkan leaders to remove them and their clan from exsistance for allowing such an embrassment to occur. It still displays their desire to maintain these codes of honour by uniting against such an action. Importantly, figures have gone from a sentance to murder to Üknagy through a successive act of brutual warfare and assertion of dominance by defeating all other Dédnagy in war; the most recent of which is Cniva the Bonecrusher.
