Enchanted Tools cover a wide spread of different types of items, including forging hammers, spell books, banners, standards and other types of items used in creation of something. Any enchantment on the following lists can be applied to any item that is appropriate for the type, such as a forging hammer, an alchemist's flask, a tome, etc.
The exception to this rule is enchantments with the [BANNER] keyword. Due to their ability to benefit a group of characters, a banner enchantment must be put on a standard or flag with some specific requirements. The banner pole must be at least 48" long and the standard must be at least one foot in any dimension and at least four square feet or more in area. This banner pole should be carried in one or two hands or planted in the ground in a safe spot on the battlefield: it cannot be a back-banner, cape, or tabard. Regardless of its construction, a banner cannot be used to parry or as a weapon. To gain the benefits of your banner, it must be with you or in close proximity to you.
A character may only have one tool attuned to them at one time and each item requires attunement. There may be exceptions to this rule provided by another ability, a ritual, or other effect in the game but those are exceptions, not the rule.
