Elected from one of the merchant families of the city, is the Ducado (Duke). The Ducado Serves for a term of five years, and is the de-facto monarch of the republic. Below the Ducado, and their electors are the Santore. These are the heads of the prominent merchant families are all members of the senate of Portigoa, they decide laws to be approved by the Ducado and elect the position from their own number every five years.
In order to become a Santore, the head of a merchant family must invest over 250,000 gold into the city, and live within it for a minimum of five years, or prove descent from a Portigoan. Additionally, as Santore must continue to keep Portigoa as their permanent residence, and commit to spending at least 50,000 gold on the city each year.
As a result of this, this promotes a continued investment into the city, keeping their defences strong and keeping all of those with power a vested interest in the continued prosperity of the city in which they reside.
