Founded by the moon elves of Ito, who descended from their celestial homeland and were mistaken for divine beings by the tribes of northern Uris, the empire rose through conquest, coercion, and the ruthless enforcement of its rulers’ will. With the formidable magic of Ito at their command and a disciplined army drawn from their enthralled followers, the empire expanded across the continent, reshaping the political and cultural landscape of Salaige under its dominion.

Governance under the empire was rigid and hierarchical, with the moon elves holding absolute authority as rulers, scholars, and arcane masters. Beneath them, a carefully maintained class system ensured compliance: loyal vassals—typically the descendants of those who first submitted—were granted limited autonomy in exchange for unwavering service, while those who resisted faced swift and brutal consequences.
