Description
The Ashen Council serves as the voice of Ashmuth’s citizens and nobility, bridging the gap between the people and the ruling monarchy. As the diplomatic face of Ashmuth, the Council plays a crucial role in trade negotiations, political discourse, and internal governance, ensuring that the city-state’s interests are represented both domestically and abroad.

Membership is open to Full Citizens and Nobles, provided they have the wealth, influence, or reputation to secure a seat. While it lacks the absolute authority of the Shadow Court, the Ashen Council holds significant sway in policy-making, trade agreements, and economic decisions, serving as the primary body through which Ashmuth’s elite shape the nation’s future.

Externally, the Council oversees Ashmuth’s diplomatic envoys, managing trade pacts, treaties, and political liaisons with foreign powers, particularly within the Orisk Trade Alliance (OTA). While they are tasked with representing Ashmuth’s interests abroad, their ultimate loyalty remains to the prosperity of the city and its people.

Structure
At the helm of the Council sits the Lord Speaker, an elected official responsible for moderating debates, presenting policy proposals to the Crown, and acting as the primary diplomatic figurehead in foreign relations. Beneath them, Council Representatives are appointed from among Ashmuth’s wealthiest merchants, influential citizens, and noble houses, each bringing their own interests and expertise to the table.

While the Shadow Court holds the true power, and the Coinwardens control the economy, the Ashen Council ensures that the people’s concerns—whether economic, social, or political—are heard and addressed, maintaining a fragile but effective balance between monarch, merchant, and noble.
