The city-state of Ashmuth is the sovereign power within Ashendel, claiming the city of the same name as their seat of power. Their main function is to administer and protect the interests of the Ashmuth people and ensure the city's prosperity by safeguarding its financial interests. They promise prosperity to all its people as long as they can pay for residency.

Beginning life as a loose bunch of travelling merchants, adventurers and prospectors, they would come to settle within the region under the guidance of Arte Oselle, the group's enigmatic leader, in 111 AE. Discovering great wealth in the metals and other treasures found deep beneath Ashendels hills, the group and their settlement would grow, forming the city-state of Ashmuth in 134 AE. Since then, the city has gone from strength to strength, growing into a trade centre for northern Dunshar, the Orisk gap and beyond.

Seeing an opportunity to curate the type of city Ashmuth would become, Arte established a system of citizenship. Those seeking to live and work within Ashendel would be required to apply, providing evidence of their trade or craft along with payment. If all were satisfied, the individual would be granted their residency and any associated entitlements. This system of vetting newcomers allowed Ashmuth to tailor the skillset of those living under its rule, turning them into an industrious and shrewd nation of miners, craftsmen, and traders.
