While magic has existed in the world long before kingdoms were formed, the council was created during the Era of Creation, when the discovery of Mana pools across the Wisp and surrounding regions led to rapid expansion of arcane experimentation. What began as scattered magical traditions soon required structure, oversight, and shared understanding. The Council emerged as the institution responsible for ensuring that magic strengthened civilization rather than destabilizing it.

The Council operates primarily from the Wisp, particularly through the arcane institutions tied to Hideleaf, where the natural Mana flow is strongest and most stable. From this living canopy capital, the council oversees magical research, regulates licensed practitioners, and maintains the vast archives of arcane knowledge accumulated over centuries. While the crown of Reach governs the political realm, the Mages Council governs the invisible currents of Mana that flow through it.

Magic must serve the stability of the realm rather than personal ambition. Uncontrolled Mana manipulation can disrupt ecosystems, warp creatures, and destabilize reality itself.

Structure of the Council

The Mages Council is not a monarchy nor a single ruling figure. Instead, it is composed of High Arcanists, senior scholars who represent the major magical disciplines and institutions of the realm. Among these figures, Archmage Elowen Emrys is widely regarded as the council’s guiding voice due to her centuries of study and leadership.

The Arcane Registry
Responsible for licensing mages within Llithe. All official spellcasters must be registered through this body, ensuring their training and capabilities are documented.

The Mana Observatory
Scholars who track fluctuations in Mana currents across the realm. Their measurements help prevent dangerous magical disturbances and guide safe arcane experimentation.

The Archive of Echoes
A massive repository of spellcraft, arcane theory, and magical history. Knowledge stored here includes centuries of research and records of magical disasters prevented by the Council.

The Regulators
Specialized mages tasked with investigating unauthorized magic or arcane anomalies. They are dispatched when dangerous magical activity threatens settlements or Mana pools.

Relationship with the Crown

The relationship between the Mages Council and the crown of Reach has historically been one of cautious cooperation. Kings rely on the Council’s expertise to maintain magical stability across the kingdom, while the Council relies on royal authority to enforce arcane law when necessary.

This partnership has not always been without tension. Technological advancements emerging from Xemascus and the Ironheart workshops occasionally conflict with the Council’s cautious philosophy regarding Mana systems. Still, both sides recognize that the prosperity of Llithe depends on maintaining balance between arcane knowledge and practical progress.

The Council and the Tower of Soddom

The appearance of the Tower of Soddom has presented the greatest challenge the Mages Council has faced in centuries. The Tower’s influence has begun to distort Mana flows across the Wisp and surrounding regions, undermining models and measurements developed over generations.

Arcane observers have reported that Mana near the Tower appears to thin, as though being drawn inward toward the structure itself. This phenomenon contradicts nearly every known theory about how magical energy behaves within the world.

As a result, the Council has begun coordinating with the Marauders Scouting Legion, the crown’s military forces, and other scholarly institutions to understand the Tower’s nature. Many believe that the answers hidden within the Tower may redefine the entire understanding of magic in Llithe.
