Al-Hakim, called Zarakh-Il in older Ṣērûan tablets, is the Neutral Evil god of demons, dominion, and the perversion of order into tyranny. He is not chaos like his forebears, but something far more dangerous—the cold, deliberate organisation of evil. Where his grandfather and father Thul-Qadr is destruction without thought, Al-Hakim is structure turned cruel, law twisted into chains, and hierarchy enforced through fear.
He is depicted as a horned, winged figure of terrible majesty, bearing both the marks of divinity and corruption, his form precise, almost symmetrical, yet marred by monstrous features: taloned limbs, a barbed tail, and eyes that burn with calculating intelligence. His holy symbol is a broken circle bound in iron chains, representing dominion imposed over what should be free. Among his followers, warlocks, tyrants, and cult leaders, he is revered as the “Master of the Depths,” the one who gives command to the otherwise mindless horrors of the abyss.
Al-Hakim’s influence is found wherever power is systematised into oppression: in infernal hierarchies, in cults that demand absolute obedience, and in rulers who prefer fear to loyalty. He speaks not in madness, but in commands, measured, precise, and impossible to ignore. His champions are the “Binders,” those who subjugate lesser beings, forge pacts with demons, and impose order upon chaos, no matter the cost.
In myth, Al-Hakim is the son of An-Nura and Thul-Qadr, born from suffering yet shaped into something entirely different from his mother’s mercy. He looked upon the primordial chaos and gave life to demons, spawns of rage, hunger, and instinct. Through will alone, he bent them into ranks, gave them purpose, and crowned himself their master. In doing so, he created the first true infernal order: a kingdom of terror not built on destruction, but on control.
He dwells in the Iron Labyrinth, a vast, descending citadel beneath the world, where every corridor leads deeper into submission. There, legions of demons march in perfect formation, no longer beasts, but soldiers, proof that even chaos can be conquered, and made to serve something far worse.
