He is the patron of the fiendish concept known as The Flames, which embodies the primal drives of fear, fire, dominion, indulgence, and conquering. His is a creed of absolute power, one that demands unwavering loyalty and promises strength to those who would see the current age end and a new one forged in fire.

Surtr's will is enacted in the mortal realm by the Cult of the Flamespawn, a dangerous and insidious faction also called the Hands of Surtr. Their ultimate goal is to ignite a final conflagration, a cleansing fire that will burn away the old world and herald the age of their master. This cataclysm, their own prophesied end-of-days, aims to overthrow all of Sevenfold and the Kingdom of Concordia and pave the way for Surtr's dominion. For years, this cult has been a persistent threat, infiltrating society at every level.

Loyalty within the cult is absolute, enforced by deadly bracelets adorned with fiery gemstones that can instantly kill the wearer, a fate that has befallen many of his followers.

The cult's history is written in violence and conspiracy. In 223 A.T.C., they orchestrated a sophisticated assassination attempt on King Anwar Orpaz of Concordia, where the assassin, upon capture, spontaneously combusted, leaving only a broken bracelet behind.

More recently, in 249 A.T.C., they plotted to assassinate the visiting Luminary Princess in Velvetglade by planting explosives on an airship, a plot foiled by Math de Fermat and his sister Laelia de Fermat

Beyond political upheaval, the cult's ambitions delve into darker rituals. In 239 ATC, A scholar named Henry Ragnarthane confessed that his family was involved in sacrificing children in a desperate search for a "perfect vessel" for Surtr, whom they referred to as "The Child of Flames," suggesting the Flame Emperor seeks a mortal host to unleash his final, world-ending power upon Ignisar.
