The district is called factually the Middle One, but others might call it differently depending on their perspective. Members of the Lords' Alliance can call it the "Buffer District" because it separates Lords' Alliance territories from the Goblins'. Some people might call it the "Old District" because it is the only one still resembling the old Stormhaven and its ideals. Among all the districts, it is the most economically viable, but it lacks focus and is mostly busy with survival.
The general layout of this district remains more or less the same. It is still centered on the Sundial, where people meet for different activities. The market is located to the south of the Sundial. Many buildings were damaged during the battle, but after 10 years, most were repaired. The Ironclad part of the district was damaged less than others due to the sturdy Dwarvish building traditions. The northern part, where the production of siege machines was located, was reworked for living and more peaceful productions, while the equipment for siege machine production was taken by the Lords' Alliance. The Eldritch Inquisition quarters were taken by the new local "government."
True to its old roots, this district is populated by folks of different races, backgrounds, and ideals. Most of them, however, lived here before the invasion and decided to stay, even if it meant poorer conditions than anywhere else. The reasons could be different—fear of change, no connections in other cities, or maybe their equipment or workplace somehow survived. However, there is a specific category of people living here—those who do not want to live under either the Lords' Alliance or the goblins of Anfyn. Aside from Eir-Andusk, which is hard to reach, this is the only place where you can largely avoid both of these factions.
Officially, this district is self-governed by its citizens by discussing important topics near the Sundial. However, in practice, it is governed by a local half-illegal faction. They resolve any conflicts (usually by force) and keep order. For their services, they take taxes from people, which are usually a few percent of everything that person produces. People find it strange, but don't ask why these guys take nails and clothes the same way they take food or children's toys, for example. People also mostly tolerate this band for three main reasons—they usually know how much to take (not more), they more or less do their jobs, and because they are locals and not the Lords' Alliance.
The economy of this district is, on the one hand, a shadow of what it was before, but on the other, is more developed than in other districts. People here needed some help (mostly from the farmers of Il-Heban and the Lords' Alliance) in the first years after the war due to hunger, but since then, they have recovered a bit and have an economy sustaining themselves, and they can even sell something to the other two districts. In time, it might recover completely and find a place in the whole economy because they have a good spot between Il-Heban, the Lords' Alliance, and the goblins of Anfyn, but the tax they have to pay for their "protection" reduces the growth of affluence.
