The Pantheon of Freedom, or The Partial Pantheon, inhabits Pandemonium, the plane of true freedom. The plane is too fundamentally opposed to order to have a ruler, existing in a state of anarchy, but the three most powerful gods within the plane are collectively known as The Driven.
