"We know of the threat that pushed you from the lands you ruled. That threat is now removed. You are free to return to your territory. Return to your lands and leave territory and the city of Hexoatl in peace."

Draconic Spirit also went to Hexoatl with credentials from Dehaka -- to let the city know that the threat of the dragon has receded back to her former territory.
