The Sekkan refers to both the system of government and the combination of the titles Kampaku (้ข็ฝ), the formal ruler and head of military, and Sesshล (ๆๆฟ), a regent serving under the Kampaku. While the term Kampaku was originally used to describe the regent of a Tennล, many in Shinryoku have come to use this to refer to the current settlement leader, differentiating their authority from the divine right to rule given to a Tennล and instead defining it by the respect and honor earned to uphold it.
Together with the Three Heavenly Clans, composed of the families of the most influential figures during the Erai-tsuihล, as the appointed ministers of the state, this creates a centralized bureaucratic monarchy focused on thoroughness, maintaining harmony, and controlling communication between the state and other foreign powers.

The Sekkan - The Kampaku of the Sekkan traditionally descends from the Shiratori clan, or in the worst case scenario, one of the inheriting sister clans, having final say in administrative tasks and military operations. The Sesshล, on the other hand, is chosen upon appointing a viable Kampaku should their predecessor be unable to rule, either being a trusted confidant from a reputable family or a person of marriage.
The Three Heavenly Clans - The Zhuan, Yeong, and Morimoto clans that serve as the noble families of Shinryoku. Many serve the Sekkan as scholar-officials, military, or monastic disciples while simultaneously having the authority to ascend the throne in the absence of a proper heir from the royal family.
Scholar-officials - Appointed by studying and passing a civil servant exam, one of the most difficult tests in the state, only the most prestigious civilians train for this highly sought-after position. Many scholar-officials rise to keep track of public records, implementing laws, collecting taxes, supervising trade, and other tasks that the Kampaku cannot do alone.
Military - The military of Shinryoku is vast and holds special authority under the Sekkan, being composed of both enlisted commoners, infantry soldiers known as Ashigaru (่ถณ่ปฝ), and educated officers known as Samurai (ไพ). Samurai are traditionally descended from a long familial line of other samurai, following a strict lifestyle or code of honor. While many tend to act as commanders of army divisions, others act as retainers for nobility and high-ranking scholars.

Although religion, by technicality, does not yield any authority over the government, many disciplines are still borrowed from their religion of practice, Reidะพฬ. These disciplines make up the ethical principles needed to rule over the state regardless of a personโs title, emphasizing the need for justice, the welfare of all, and respect for the natural order of the universe.

Because of the extensive study and discipline needed to control, let alone understand, magic, those who practice it are seen as both dangerous and vital assets to the people. With the weight of this responsibility, this typically limits magic as a common sight in quiet, isolated locations such as temples or monasteries, but this does not fully define societyโs views on magic as a whole.
