Sarnevalia is governed by the Council of Tides, a theocratic republic headed by the Sultanchor, selected through a combination of lineage, omen interpretation, and council consensus. Authority is deliberately distributed rather than centralized, with governance divided among religious, commercial, and administrative bodies.

Early Sarnevalian society consisted of loosely affiliated seafaring clans bound by shared customs and sacred sites. During the period of Tianren occupation, cooperation between island leaders, religious figures, and merchant houses increased, gradually forming a unified political structure. In the aftermath, the role of the Sultanchor emerged as a mediating figure, giving rise to the current hybrid system.
The Councilโs hierarchy is as follows:
The Sultanchor: Serves as a symbolic and spiritual head of state, holding office for life unless removed due to incapacity or criminal judgment. Their authority is primarily ceremonial and advisory.
The Five Tidewardens: Senior officials overseeing major state functions:
Tradewarden: commerce, taxation, and guild oversight
Sailwarden: naval forces, exploration, and maritime security
Praywarden: religious practice and spiritual affairs
Songwarden: cultural record, diplomacy, and oral history
Hearthwarden: civil order, welfare, and port enforcement
Harbor Lords/Ladies: Appointed regional authorities managing major ports and islands. They enforce maritime law, resolve disputes, and collect tariffs, and may convene temporary local councils during crises.
Merchant Guilds: Coalitions of trade houses and shipwright lineages that regulate contracts, taxation mechanisms, and fleet funding. While formally advisory, their economic leverage grants them significant influence over council decisions.
Port Ramu operates under an Interim Sultanchor and a local Harbor Lord who serves as its right hand, supported by its own Tidewardens and Merchant Guilds. Despite this autonomy, the exclave remains formally subordinate to the central Council.
