These are developer notes for personal reference and also to explain why I’m designing the enemy stat sheets the way I am.

NOTE: As a DM, you may wish to change various stats and features of the creatures listed in this section. Feel absolutely free to do so for your own campaign!

The average-damage weapon I'm referencing is a Legendary-tier weapon. On average, such a weapon would do [Base Damage + MASMod + PB + 2] For the sake of averages, MASMod will be considered a +3, and PB a +2.

On a very basic average between all weapons, this would result in around 10-12 damage per shot, but this is before perks or difficulty modifiers make any difference.

-Lowest-tier enemies (Shanks, Thrall) should be reliably defeated in a single shot from a Legendary-tier weapon, or from a single Guardian Ability (Charged Melee, Grenade).

-Mid-tier enemies (Vandals, Acolytes) should be reliably defeated within 2 shots from a Legendary-tier weapon.

-High-tier enemies (Minotaurs, Captains) should be reliably defeated with at-least 3 shots (assuming the shield element is matched)

-Everything tougher than that can vary because those would be bosses or vehicles.

Enemies in general should deal very little damage with their attacks, but make up for it with volume of attacks and action economy. The goal is to encourage more short rests, as most of a Guardian’s kit returns on a short rest.
